In an unnamed crime-ridden city, Detective Lieutenant William Somerset, nearing retirement, is partnered with idealistic detective David Mills. They investigate a serial killer who commits murders based on the seven deadly sins. The killer, John Doe, eventually surrenders and leads the detectives to a remote location where Tracy Mills's severed head is discovered in a package, manipulating Mills into shooting Doe in rage.
